GENERAL SUMMARY

         

This is an advanced part-time (28 hours) Finance Generalist position involving processing the accounts payable, general ledger, Payroll, auditing, budgeting, and some treasury functions.  Work includes specific and detailed tracking procedures and knowledge of accounting principles. Work is reviewed by the Accounting Supervisor and/or Fiscal Services Director for accuracy and completeness.  Position reports to the Accounting Supervisor and Finance Director.

 

PRINCIPAL DUTIES AND RESPONSIBILITIES

-         Accounting Division

-         Reviews Treasurer Division's daily cash collection report and update the other liability accounts

-         Assist in the weekly accounts payable process by inputting and coding department invoices such as telephone, contractual services, bond debt payments, insurances, office supplies, Utilities, and others

-               Check and review entered invoices for payment   

-         Update accounts payable vendor maintenance, including W-9s and review the vendors list annually.  

-         Scan paid invoices and maintain the accounts payable files.

-         Reconcile general ledger accounts

-         Prepare monthly schedules of other account payable and other accounts receivable.

-         Prepare bank reconciliations

-         Assist in monitoring grants  

-         Assist in the preparation of journal entries

-         Serve as Treasury Generalist back up as needed

-         Assist in the annual audit preparations

-         Assist in the annual budget preparations

-         Serve as payroll back up as needed

-         Serve as Treasury Generalist back up as needed

-         Perform other related duties as assigned by the Accounting Supervisor and Finance Director

KNOWLEDGE, SKILLS AND ABILITIES

-       A Bachelor's Degree in accounting, business or a related field from an accredited college or university and one year of work experience or any equivalent combination of experience and training that would provide the following knowledge, skills and abilities:

-         Knowledge of basic accounting practices and principles

-         Knowledge of City purchasing procedures

-         Knowledge of basic business correspondence, English and grammar

-         Knowledge of computer data entry procedures

-         Knowledge of municipal revenue/expenditure fund system        

-         Knowledge of reconciling general ledger accounts

-         Knowledge of the basic structure of the taxing units to explain tax levies, geographical boundaries and similar items.

-         Knowledge of basic governmental funds

-      Proficiency with: computers for word processing, spreadsheet and database applications, 10 key calculator, photocopier, facsimile machine and typewriter

-         Ability to properly adjust accounts to properly post as provided in departmental policy

-         Ability to organize schedules to provide for bill payments within specific time limit     

-       Ability to establish and maintain effective working relationships with supervisors, coworkers, municipal and county officials and the general public

The employee in this classification will be required to frequently lift objects of up to 10 pounds in weight.  Occasionally the employee will have to lift/move objects of up to 25 pounds in weight.  Vision requirements for this position include close vision and the ability to adjust focus.

WORKING CONDITIONS

The employee works in a climate controlled office environment with a moderate noise level.
