GENERAL SUMMARY

Under the general direction of the Finance Director, this position is responsible for the oversight of budget management, accounting services, treasury, payroll and accounts payable.  Provides direct administrative and analytical support to the Finance Director and assists in the overall management of the Department and performs other duties as assigned

 

PRINCIPAL DUTIES AND RESPONSIBILITIES

  • Compiles City's biennial budget in accordance to GFOA Budget best practices, assist in the presentation of proposed document, and administers established budget. Develops capital budgets, performs cost analysis, and prepares reports.
  • Provides technical support to other managers in the budget development process. Provides guidance on accounting and reporting procedures and fiscal policies.
  • Researches investment options and makes recommendations. Prepares related reports.
  • Ensures the accurate accounting of all funds, and maintains a comprehensive financial record keeping system.  Oversees financial reporting and preparation of financial statements.  Coordinates annual and special audits and supervises the year-end closing of financial records.
  • Provides special accounting oversight for various areas. Ensures that authorized purchasing procedures are properly used. Provides accounting and technical support to different departments.
  • Assist in the preparation and review of the city tax roll and ensure millage rates, special assessments and delinquencies are accurately posted in the tax program
  • Enter Board of Review and Tax Tribunal changes.  Issue refunds and reimburse overpayments if necessary
  • Disburse taxes collected on behalf of other entities and reconcile collections to the general ledger
  • Respond and resolve citizen complaints and requests for information; explain procedures and policies related to division operations
  • Supervise accounts payable and receivable activities, payroll and benefits administration. Ensures the proper maintenance of account journals, the general ledger, and the balancing of accounts.
  • Prepare required State reports as needed; County collection reports biweekly, and miscellaneous reports as requested by various departments
  • Coordinate activities with privately contracted service providers, including credit bureaus, collection agencies, and companies hired to collect and process tax payments.
  • Review division policies and procedures, recommend modifications as appropriate and participate in developing new approaches to improve divisional operations
  • Perform other related duties as assigned by the Finance Director

 

KNOWLEDGE, SKILLS AND ABILITIES

  • Bachelor's degree in business administration, accounting, finance, business management, or related field (MBA &/or CPA/CGFM/CFPO preferred).
  • Minimum of five years of experience performing computer automated accounting, budgeting, grants management, and other financially related analytical tasks or an equivalent combination of education and experience. Supervisory experience, and GASB with municipal accounting experience is highly desirable, but not required.
  • Knowledge of general and governmental accounting principles and practices and the ability to apply these accurately.
  • Knowledge of tax collection procedures and municipal revenue laws.
  • Ability to utilize the computer system and related software packages and spreadsheets.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to establish and maintain effective working relationships with supervisors, coworkers, municipal and county officials, and the public.
  • Ability to train, supervises, and evaluates the work of others
